Silas McCharen spoke to the Mississippi Chancery Clerks Association and the Mississippi Association of County Administrators/Comptrollers at the joint Spring Education Workshop held on Wednesday, April 27, 2011.  Their presentation addressed the issues of Freedom of Speech and the Public Employer and was held at the Hilton Hotel and Convention Center.
